The Labourers International Union of North America, Local 1059 (LIUNALocal1059) represents sixteen hundred (1600) construction workers in the London and surrounding areas. There are two hundred and forty construction companies which have agreements with this local. In anticipation of the current skills shortage for construction workers, Local 1059, along with its affiliated employers created a Training Trust Fund (TTF) in 1989. LIUNA Local 1059 Training Trust Fund (TTF) is a labour/management, industry-driven partnership and is jointly administered by Trustee representatives from labour and management. The London and District Construction Association and the London and District Concrete Forming Association represent the construction industry. It is an excellent example of labour/management cooperation which benefits both workers and the construction industry. Together the Trustees research, develop and implement education, training and apprenticeship initiatives that enable workers to become more productive and employers more competitive.
The amount of training has steadily increased during the past twelve years. Over three million dollars have been invested in buildings and equipment (at the Training Centre located at 56 Firestone Boulevard in London, and a full time training and apprenticeship coordinator(Mike Ropp)has been hired. The Construction Craft Worker Regional Training Centre (CCWRTC), as the centre is called, has three shops with a total of twenty thousand square feet of floor area, three well equipped classrooms, one twenty station computer laboratory, the latest and best equipment and tools, and outstanding trainers. With an annual budget over $900,000, each year, forty new apprentices are indentured, forty to fifty pre-apprentices are trained, one hundred first, second and third year apprentices are trained, and several hundred journeypersons get safety training and skills upgrading.
